The Bethesda Downtown Sector Plan was approved and adopted on May 25, 2017 by the Montgomery County Council. The Riviera Building is located in the Pearl District of the Sector Plan. The County monitors and tracks development applications within the Sector Plan on a Monitoring and Tracking website.

The Riviera building and the areas around it are located within the bounds of the Bethesda Downtown Sector Plan and are subject to the Bethesda Downtown Plan Design Guidelines (2017) and the 2020 Bethesda Downtown Plan Streetscape Standards (2020). Should any site within the plan boundary redevelop, they will be required to comply with the aforementioned documents. The Bethesda Streetscape Standards document includes detailed standards for sidewalk paving, plantings and furnishings. The Design Guidelines will ensure compatibility of new development with neighboring communities and enhance the quality of life for all residents in the area, including those inside and outside the downtown.
